CHINA REALLY TEST FIRED THE ROCKET

China forced North Korea to fire the rocket over Japan. The rocket is powerful enough to reach the west coast of the Unites States and is therefore regarded as a distinct threat to the US.
North Korea doesn't move a centremetre without instructions from China. This time there are blatant moves afoot. China wants the US government to guarantee the trillion US dollars worth of assets it has in America. Such a guarantee, if China then decided to remove the assets, would bankrupt America (Imagine if they demand the same of Australia once they've done the big buy up).
Of course China also wants to support its new status in international politics. Here we are and we're nasty. Why don't they reveal they're behind the rocket firing? Simply because it gives them options and room to move in further negotiations. It's called real politic. They can pretend they had nothing to do with it and so can the west, thus allowing for a fake agreement in the future: we did it all without being frightened or, in the case of China, heavying anyone.
HOW DO WE KNOW THAT THE ABOVE IS THE CASE? Because anyone wanting to deal with North Korea has to include China in negotiations (either blatantly or in secret). In 1974 I accompanied a team to China who were involved in trade negotiations. As an incidental task we helped a wool broker be paid for a large amounts of wool sold to North Korea. China was told of the problem and it was fixed within 24 hours.
